RMC 6-31-2(C) states it is unlawful to "rollerblade or ride a skateboard within the boundaries of the Transit Center except for the legally travelled portions of the roadways," classifying the violation as a civil infraction. The Transit Center's boundaries are defined precisely in RMC 6-31-1(J): the south edge of South Second Street on the north, the Piazza on the south, the sidewalk east of Burnett Avenue South on the east, and the east edge of Logan Avenue South on the west. "Riding a skateboard" is defined in 6-31-1(F) to include any movement while a person maintains contact with the board or while it continues moving after being propelled.

Under RMC 6-31-7(B), a civil infraction under this chapter carries a monetary penalty of "not more than fifty dollars ($50) plus statutory assessments," heard under the Rules for Courts of Limited Jurisdiction. Beyond the fine, RMC 6-31-3 lets a commissioned peace officer order immediate expulsion from the Transit Center for any chapter violation; a second violation within three days can bring up to a seven-day expulsion, and a third violation within 90 days, or two priors within 30 days, can bring expulsion for up to one year. Failing to comply with an expulsion order is grounds for a separate criminal trespass prosecution under RMC 6-31-6, a misdemeanor punishable by up to $1,000 and 90 days in jail under RMC 6-31-7(D).
