RCW 66.44.100 makes it unlawful to open or consume liquor in any public place except licensed premises. King County Parks rules under KCC 7.12 prohibit alcohol without a permit in county parks. Several King County cities have designated Alcohol Impact Areas authorized by the Washington Liquor and Cannabis Board, restricting sales of certain high-alcohol products. Outdoor dining areas, sidewalk cafes, and special events with banquet permits are limited exceptions. Vehicle open container is separately regulated under RCW 46.61.519 and triggers traffic enforcement and license consequences.
Drinking in public, possessing an open container outside permitted areas, or violating alcohol impact rules can trigger civil infractions, misdemeanor charges, and license seller penalties up to $500.
