Municipal Code § 14-244(f) makes it a misdemeanor offense for any person to openly and publicly consume marijuana in the city, punishable under Title 1, Chapter 9. Section 14-244(e) separately criminalizes consuming up to two ounces of marijuana "in a manner that endangers others," and § 14-244(b) specifically criminalizes open and public display, consumption or use by anyone 18 to 20 years old. Section 14-245 defines "openly" as not shielded from unaided outside observation and "publicly" as an area open to general access without restriction, so use visible from a sidewalk, park or parked car counts.
