Full Breakdown
' Subsection B extends the ban to any outdoor dining establishment as defined in § 45-29 of the Norwalk City Code. Subsection C requires the Mayor, no later than the chapter's effective date, to designate a place or places where smoking, vaping or eating cannabis edibles is permitted, and those spots must carry visible multilingual signage stating the hours consumption is allowed; the Mayor can redesignate the locations at any time. Enforcement runs through § 29-6, amended February 24, 2026. An individual caught consuming outdoors where it is not permitted faces a $50 fine or citation per violation; a person who permits someone else to consume outdoors unlawfully, such as a property owner or event host, faces a $250 fine or citation per violation.
Anyone contesting a citation can appeal to the Superior Court for the Judicial District of Stamford/Norwalk within 30 days of receiving it. The Chief of Police must deliver an annual written report to the Common Council and Mayor detailing the number of violations issued, including geographic and demographic breakdowns.
Violations & Fines
Outdoor consumption in a non-designated area costs the consumer $50 per citation under § 29-6A(1)(a). A person or business that permits unlawful outdoor consumption, rather than consuming it themselves, faces the steeper $250 penalty under § 29-6A(1)(b). Citations can be appealed to Stamford/Norwalk Superior Court within 30 days.
