Bloomington, IL Public Conduct: Public Urination (2026)

City Code § 28-132, 'Urination and defecation prohibited in certain locations,' bars anyone from urinating or defecating on public property in Bloomington. The list of covered locations is broad: any public park, street, parkway or sidewalk, the floor of any public building, the floor of any building where the public gathers or has access, and, as a catch-all, any other place where the act can be observed by any member of the public. The only carve-out is for restrooms and the fixtures inside them that are intended for that purpose; using an actual toilet or urinal is never a violation.

Because § 28-132 itself does not spell out a dollar fine, the offense is punished under the City's general penalty clause, § 1-106, which applies whenever the Code declares an act unlawful without stating its own penalty: a fine of not less than $50 nor more than $500, with each day a violation continues counted as a separate offense. The section is enforced as a Chapter 28 'behavioral ordinance violation' under § 1-109, so a Bloomington Police Department citation can be settled by paying the fine within 15 days before the case is referred to the City's Administrative Court or the McLean County Circuit Court for prosecution.
