Denver DRMC Β§38-93 makes urinating or defecating in public a citable offense in any public place where it can be observed. First-offense fines run up to $999, and a citation does not create a sex-offender registry entry.
Denver Revised Municipal Code Β§38-93 prohibits any person from urinating or defecating on a public street, sidewalk, alley, plaza, parking lot, park, or any private property visible from a public place, except in a designated restroom. The ordinance applies year-round and is enforced by Denver Police, Park Rangers, and contracted security in the LoDo and 16th Street Mall districts. Unlike some states, Denver's public-urination citation is a municipal petty offense and does not trigger Colorado sex-offender registration under C.R.S. Β§16-22-103. Bar and event operators are encouraged to provide adequate restrooms, and chronic-spot enforcement focuses on entertainment districts and homeless encampments.
Citations are petty offenses with fines up to $999 and possible jail up to one year for repeat offenders. Park-area citations may also include trespass and park-curfew violations stacked on the same ticket.
