High Point, NC Public Conduct: Public Urination (2026)

Section 12-1-14(a) bars urinating or defecating on any public place, sidewalk, street, alley, or right-of-way, inside any public building outside of toilet facilities, and even on private property if the act is visible from a public place. The section defines "public place" to mean property owned by the city, the state, a county, or the federal government, and specifically extends that definition to leaseholds and easements the government holds, not just land it owns in fee simple, so government-leased space and public easements across private land both count.

Because High Point sits across Guilford, Randolph, Davidson, and Forsyth counties, the ban applies uniformly to county-owned property inside any of the four county boundaries that falls within city limits, alongside city, state, and federal land. S. 14-4 rather than the city's civil-penalty schedule, since the section expressly designates the offense a misdemeanor. The ordinance was adopted by Ordinance No. 6609/09-09 on March 5, 2009, and later amended by Ordinance No. 7852/22-72 on June 21, 2022.
