Section 11.21.050, part of Chapter 11.21 "Intoxication and Consumption of Alcoholic Beverages," states the rule directly: "No person shall urinate or defecate on private property in any area exposed to the public view, or on any public street, sidewalk, alley, park, or other public place, except in a public or private restroom." The section, added by Ordinance No. 95-142 in 1995, sits alongside the chapter's bans on public intoxication (§ 11.21.010), intoxication on private premises to the annoyance of others (§ 11.21.020), and drinking in public places, shopping-center lots, and within 300 feet of a school (§ 11.21.030), suggesting it was adopted as part of the same public-nuisance cleanup effort.

Chapter 11.21 does not set its own penalty for § 11.21.050, so the citywide default in § 1.01.200(a) controls: violating any Municipal Code provision "shall be guilty of a misdemeanor" unless the offense is separately classified as an infraction. Under § 1.01.230(a), a misdemeanor conviction carries "a fine of not more than $1,000.00, or ... imprisonment in the county jail for a period not exceeding six months, or by both such fine and imprisonment." Section 1.01.231 makes each day a violation continues a separate, additional offense, and enforcement can come from any Orange County Sheriff's Department deputy patrolling as the city's contract police force.
