08, Offenses Against Public Decency, prohibits any person from urinating or evacuating their bowels on private property in an area exposed to public view, or on any public street, sidewalk, alley, park or other public place, unless it happens inside a public restroom. The prohibition traces back to a 1977 ordinance (Ord. 41-77) codified from the City's prior code Section 4252, and it remains unchanged in the current code. The section does not require any proof of intent beyond the act itself occurring in a covered location; a violation turns on whether the conduct happened somewhere exposed to public view or on public property, not on whether anyone actually witnessed it.
