24, adopted by Ordinance No. 13-299 in 2013, targets repeat police calls to loud or disruptive parties, gatherings, or events rather than a single noisy night. 020 rather than a fine; no police services fee attaches until that warning has been given. 010(B): $250 for the first response after the warning, $500 for the second, and $750 for the third and every additional response, all cumulative, so five total responses run $3,000. ; outside those hours officers must use other code sections. 030 falls jointly and severally on whoever owns, rents, leases, organized, or supervised the event, with parents or guardians substituted for a minor host.

Absentee owners of single or multi-unit property are protected unless personally present and noticed, and multi-unit properties can never be hit with a lien, only a personal collection action. The city sends an itemized bill, due in full within 30 days, and can record a lien on real property to collect. 040 gives any billed person 15 days to file a written appeal to the city manager, who can affirm or reduce the fee only for an accounting error, mitigating circumstances, or no evidence the conduct occurred; that decision is final and any upheld fee is due within 15 more days. 050 preserves the city's separate right to make arrests or sue for actual costs beyond the fee.
