020 lets a responding police officer issue a written warning notice to the host of a large party, gathering or event found to threaten public peace, health, safety or welfare. 030, if officers must respond again to the same address within 30 days of that notice, the response becomes a 'special security assignment,' and everyone previously warned is jointly and severally liable for a police services fee capped at $1,000 under subsection (B), though the City reserves the right to pursue actual costs above that amount through other legal remedies.

031 separately makes it unlawful and a public nuisance for a 'responsible person or host' to cause or allow unruly or loud conduct, or to allow an underage person to be served, possess, or consume alcohol, at a party on their property, if they knew or reasonably should have known; a host is presumed to have known if reasonable steps, like monitoring guests, were not taken, and no prior warning is required before this section applies. 031: up to $750 for a first offense, up to $1,500 for a second within 12 months, and up to $3,000 for a third or later violation in that period, on top of any police services fee, with a minor host's parents or guardians jointly liable.

032 exempts hosts who take reasonable steps to exclude uninvited guests providing alcohol to minors, constitutionally protected religious activity, and conduct already regulated by state alcohol law.
