040 as an area bordering one side of a street for at least 600 feet, or both sides for at least 300 feet, where at least 50 percent of the property is occupied by business buildings. That geographic definition means Main Street, Pacific Coast Highway commercial frontage, and other retail corridors are off-limits to wheeled recreational devices regardless of sidewalk width or traffic. 042(B) still bans using these devices in a manner that creates a 'nuisance,' defined to include activity that threatens injury to people or property, obstructs or hazards the free use of public or private property by pedestrians or motorists, or generates loud or unreasonable noise.

The City Council retains authority under subsection C to designate specific areas for skateboard use by resolution, and any such area must be posted with signs meeting Public Works Department sign standards; absent that posted designation, the default business-district ban and nuisance standard control. 290(C) bars roller skates, in-line skates, skateboards, or scooters on the Municipal Pier and Pier Plaza at any time, requiring riders to carry those items if brought onto the pier. Skateboarding on a public sidewalk outside a business district and away from a nuisance condition is not itself banned by this chapter.
