Irvine, CA Public Conduct: Skateboarding Rules (2026)

Section 4-7-206, in Title 4's bicycles division, groups skateboards with bicycles, scooters and electrically motorized boards under one 'unsafe operation' standard that covers every street, road, highway, sidewalk, bicycle path, bicycle lane, public trail, park, and any private property held open to the public for pedestrian or bicycle travel. The section lists twelve specific behaviors that count as unsafe, including riding against the direction of traffic on a street or bicycle lane, riding in a public drainage culvert or ditch, hitching a ride on a moving vehicle, letting a non-passenger cling to the board, lifting one or more wheels in the air, and failing to yield the right-of-way to pedestrians: including when entering a roadway or driveway from a sidewalk.

Riders also cannot ignore any posted sign that regulates operation, including signs that prohibit riding in a specific area, and anyone under 18 must wear a properly fitted helmet. A separate skate-facility-specific rule, Section 3-4-112, layers mandatory helmet, elbow-pad and knee-pad use, a ban on food, alcohol, tobacco and weapons, and posted operating hours onto Harvard Park's dedicated skate facility, but Section 4-7-206 is the general rule that applies to public streets, sidewalks and business districts citywide, not just that one park amenity.
