010 as eight or more people gathered at a residential unit for a social occasion where loud or unruly conduct occurs, listing examples including excessive noise, obstruction of streets or rights-of-way by crowds or vehicles, public drunkenness, service or possession of alcohol by minors, assaults or domestic violence, vandalism, litter, and public urination or defecation. A 'responsible person' includes anyone in charge of the unit, anyone who organizes or sponsors the gathering, and any attendee who personally engages in the unruly conduct; if the responsible person is a juvenile, their parent or guardian is also a responsible person.

020 makes it unlawful and a public nuisance for an owner or responsible person to cause or allow such a gathering, subject to abatement by a peace officer's order to disband, citation, or arrest, though liability does not attach to a host who took reasonable steps to exclude uninvited persons or could not have foreseen an isolated guest's unlawful conduct. 030 requires posting a black-and-white notice at the unit after any police intervention, warning that a subsequent gathering within 90 days may draw civil fines; removing that notice without City authorization is itself unlawful.

060 sets escalating civil fines of $500, $1,000, $2,000 and $3,000 for a first through fourth-or-later violation within 90 days, rising to $1,500 and $3,000 in a Safety Enhancement Zone, plus a $2,000 fine and possible misdemeanor prosecution for removing a posted notice, and a $1,000 fine for an owner who allows its removal.
