Chapter 9.64, Public Urination and Excretion, contains a single, direct prohibition. Section 9.64.010 bars any person from urinating or defecating on their own private property in an area exposed to public view, or on any other private property or public property, including streets, sidewalks, walls, buildings, alleys, and parks, unless done into a fixture designed for that purpose inside a restroom. The section itself states that a violation is an infraction, and the code's general enforcement provisions confirm that classification: § 4.10.030(a)(4) lists any section of Chapter 9.64 among the code's designated infractions, which take that classification instead of the misdemeanor default that otherwise applies to code violations under § 4.10.010.

Under § 4.10.040, infractions carry a fine of up to $100 for a first violation, up to $200 for a second violation of the same provision within a year, and up to $500 for each additional violation within that year. Enforcement authority for infractions generally sits with the police department, fire department, building official, and other city staff the city manager designates under § 4.10.050. Because the offense is defined broadly to cover both public property and any private property, including one's own yard, when exposed to public view, it applies equally to conduct in a park, an alley, a sidewalk, or a front yard visible from the street, not only to public restroom facilities.
