Municipal Code Section 21.22.060 sets the baseline for R-1 lots: off-street parking facilities must be located within a garage. Section 21.22.070 then carves out a narrower allowance for recreational vehicles, boats, and boat trailers, permitting them in an enclosed garage, side yard, rear yard, or driveway. Driveway parking must stay on a hard-surfaced area such as asphalt or concrete, remain out of the required front yard setback, sit perpendicular to the street, and never extend over the public sidewalk or onto any lawn or landscaped area.

The vehicle cannot be used for temporary or permanent housing for more than 24 hours, cannot be hooked to sewer, water, or electric lines except for temporary battery charging under 24 hours that complies with the electrical code and state law, and cannot store food, materials, or equipment beyond what is part of the unit itself. Section 21.22.080's Table 21.22(B) sets a citywide minimum residential driveway width of 10 feet, with enclosed parking depth of 20 feet and unenclosed depth of 18 feet across the R-1, R-2, and R-3 zones.

Because these are residential zoning standards under Title 21, a violation is designated an infraction rather than a misdemeanor under Section 4.10.030(a)(7), triggering the escalating fine schedule in Section 4.10.040 rather than the general criminal penalty.
