Chapter 16.37 implements Government Code Section 65850.7 to streamline permitting for electric vehicle supply equipment (Section 16.37.010). It covers any charging station built to the state's electric vehicle charging station standards under 24 California Code of Regulations Section 625.1, except stations on publicly owned property, and it exempts routine operation and maintenance from needing a new permit (Sections 16.37.020, 16.37.030). Applicants submit documents to the public works director electronically or on paper, and electronic signatures are accepted in place of a wet signature (Section 16.37.050).

The building official reviews only against local, state and federal health and safety standards and the checklist drawn from the state's 'Plug-In Electric Vehicle Infrastructure Permitting Checklist,' and must approve the application if it meets that checklist and poses no specific, adverse impact (Sections 16.37.040, 16.37.060(a)). An incomplete application gets a written correction notice within 29 days of submission (Section 16.37.050(d)). The building official must notify the applicant of approval, or of the need for an electric vehicle charging station permit, within 30 days of a complete submission, and any denial must be in writing, supported by substantial evidence, and explain why no feasible mitigation exists (Section 16.37.060(c), (d)).

Any building official decision under the chapter can be appealed to the planning commission under the procedure in Chapter 1.10 (Section 16.37.060(f)). The city council sets the applicable fees by resolution (Section 16.37.070).
