Monterey Park, CA Parking Rules: Loading Zones (2026)

Chapter 10.52 lets the city engineer mark loading zones at any place in a business district or in front of a place of business or assembly hall, reserving up to half the curb length on a block for that purpose under § 10.52.010. Section 10.52.030 then sets the actual time budget for using that space: stopping to load or unload materials is limited to commercial vehicles only, and may never run beyond the time necessary therefor, and in no event for more than twenty minutes.

The same twenty-minute cap covers commercial deliveries generally, plus pickup or delivery of express packages, parcel post and United States mail, so a delivery van and a mail carrier share the same allowance. Loading or unloading passengers, including their personal baggage, gets a shorter three-minute limit under subsection (c). Subsection (d) directs that these time limits be enforced to accommodate necessary and reasonable loading or unloading but without permitting abuse of the privileges hereby granted, giving officers discretion to cite a vehicle that is clearly using the zone as ordinary parking rather than active loading.

The rule works together with the curb-marking system in § 10.52.020: a yellow-painted curb signals a loading zone is present, but § 10.52.030 is what actually limits how long any vehicle, commercial or not, may sit there once it stops. The Monterey Park Police Department and city engineer's office jointly administer the zones, with the engineer authorized to designate and mark them and officers enforcing the time limits.
