Monterey Park, CA Parking Rules: Curb Color Rules (2026)

Section 10.52.020 gives the city engineer authority to paint curbs with four color codes, each carrying its own rule rather than a general no-parking meaning. A red curb bars stopping, standing or parking entirely at any time, with the only exception being a bus stopping in a red zone marked or signed as a bus zone; the Vehicle Code's own exceptions still apply. A yellow curb bars stopping between seven a.m. and six p.m. on any day except Sundays and holidays for anything other than loading or unloading, and within that window passenger loading is capped at three minutes while material loading gets twenty minutes, matching the time limits in § 10.52.030.

A white curb is reserved for passenger loading only, capped at three minutes, during the same seven a.m. to six p.m. window, except that white zones in front of a hotel, motel or church apply around the clock, and white zones in front of a theater apply at all times the theater is open. A green curb allows standing or parking for up to twenty minutes between seven a.m. and six p.m. on any day but Sundays and holidays. Subsection (b) makes it independently unlawful to stop, stand or park a vehicle adjacent to any such legible curb marking in violation of these meanings, so the curb color itself, once legibly painted, is enforceable without any additional posted sign. Monterey Park's Public Works Department places and maintains the markings citywide.
