11 (Lewdness, Profanity, Nudity, Obscenity and Pornography), lists ten categories of acts declared unlawful if done in any public place. Subsection (6) targets bodily functions directly: to urinate or stool in any public place (except public restrooms) or in any place exposed to public view or to procure, counsel, or aid any other person to so do. 020 reaches any place accessible or visible to members of the public or to casual passersby, or any place where a fee or charge is made for entrance or membership, so a parking lot, a business's outdoor patio, or a fenced yard visible from a sidewalk can qualify if it is visible to passersby.

The public-restroom carve-out is the only built-in exception; there is no allowance for emergencies or lack of nearby facilities written into the text. Because the same section sits alongside prohibitions on nude bathing, indecent exposure, and lewd exhibition, the City treats public urination and defecation as part of its public-decency scheme rather than as a sanitation or littering offense. 040, Separate Offenses, provides that each separate act or occurrence prohibited under the chapter constitutes a separate offense and is separately treated as a misdemeanor under the Provo City Code, meaning repeated incidents by the same person can be charged individually rather than as one continuing violation. 030's saving clause keeps the rest of the chapter enforceable even if a court finds any single word or section unconstitutional.
