Subsection (A) makes it unlawful for any person over the age of 10 to willfully urinate or defecate in a public place or in a place exposed to public view, with no carve-out for downtown streets, parks, transit stops or parking lots since all of those count as places exposed to public view. Subsection (B) separately targets the act of exposing genitals, buttocks or the anal region for the purpose of urinating or defecating where that exposure is visible to the public, layering an indecent-exposure element onto the sanitation problem.
