Boone County, IN Public Conduct: Skateboarding Rules (2026)

Section 70.01, adopted by Ordinance 98-11 on May 18, 1998, and sitting in Chapter 70 of Title VII (Traffic Code), states that skateboards, in-line skates, roller skates "and other such modes of transportation or leisure activity of a comparable nature" are "expressly banned and prohibited upon the Courthouse Square." The catch-all phrase means scooters, longboards and similar wheeled recreation are covered even though the section names only three devices outright. The rule targets the county's own government square in Lebanon, the county seat, where the Boone County Courthouse and its walkways sit; it does not reach other sidewalks, parking lots or streets in unincorporated Boone County, which fall instead under the county's general traffic provisions in Chapters 70 through 72.

Enforcement runs through the Sheriff's Office, which can cite a rider on sight since the ban applies regardless of speed, time of day or whether anyone is obstructed. The penalty is set by § 70.99(B) as its own fixed-dollar fine rather than routed through the county's general penalty section, § 10.99, which otherwise catches Title VII violations that carry no specific fine. Because the fine is capped at $100 with no written escalation for repeat offenses, a second or third violation on the Square still tops out at $100. The section has not been amended since 1998, so no permit, scheduled event exception, or time-of-day carve-out exists for the Square.
