Summary
Unincorporated Contra Costa County bans skateboards, coasters and toy vehicles from highways, roadways, sidewalks and parking structures inside any commercial area the Board of Supervisors has designated and signposted under Chapter 46-12. The Sheriff's Office enforces the ban, which only takes effect once warning signs are erected in that specific business district, not countywide.
46-12.204 - Commercial area. "Commercial area" means any area contained within districts zoned C-B community business, N-B neighborhood business (including its planned district), R-B retail business, C general commercial, and P-1 planned unit designated commercial areas. 46-12.208 - Sign-posted commercial area. "Sign-posted commercial area" is any commercial area designated by resolution of the board of supervisors as an area subject to this chapter's restrictions and within which signs are erected and maintained indicating thereon the prohibited conduct or activity. 46-12.402 - Prohibitions. Within any signposted commercial area, it shall be unlawful for any person upon: (1) A skateboard or riding upon or by means of any coaster, skateboard, toy vehicle or similar device to go up on any highway, roadway, or upon any sidewalk or paved surface located in any such commercial area. (2) A skateboard, toy vehicle, or similar device to go upon any commercial or public structure or lot located in any such commercial area which is designed or used to accommodate the parking of motorized vehicles.

Full Breakdown
Chapter 46-12 of the Ordinance Code, added by Ordinance 93-54 and tied to Vehicle Code Sections 21113(f), 21967 and 21969, restricts skateboards and "toy vehicles" only inside a defined subset of commercial zoning: C-B community business, N-B neighborhood business (including its planned district), R-B retail business, C general commercial, and P-1 planned-unit commercial areas (Section 46-12.204). The restriction is not automatic even there: the Board of Supervisors must first designate the area by resolution as a "sign-posted commercial area," and the county must erect and maintain signs listing the prohibited conduct before Section 46-12.402's ban applies (Sections 46-12.208, 46-12.404).
Once signposted, Section 46-12.402 makes it unlawful to ride a skateboard, coaster, toy vehicle or similar device on any highway, roadway, sidewalk or paved surface within that commercial area, and separately unlawful to take one onto any commercial or public parking structure or lot in that area. The Contra Costa County Sheriff, defined in Section 46-12.206 as including deputies, administers the chapter. Because the ban is area-specific rather than county-wide, a rider is only in violation inside a business district the Board has both designated and posted; skateboarding on unincorporated residential streets or in commercial zones the county has not signposted is not restricted by this chapter.
Violations & Fines
Riding a skateboard, coaster, or toy vehicle on a street, sidewalk or parking structure inside a posted commercial area violates Section 46-12.402 and is enforced by the Sheriff's Office. Chapter 46-12 does not set its own fine schedule; citations proceed as infractions tied to the chapter's adopting Vehicle Code references, Sections 21113(f), 21967, and 21969.
