08(B). Subsection (A) bars riding or operating a skateboard in a city skate park without wearing a helmet, elbow pads and knee pads, with no exception written into the text for age or experience. Subsection (B) gives the City Council authority to set each skate park's hours of operation by resolution from time to time, and makes it unlawful to be on the premises of a skateboard park after those posted hours. Subsection (C) requires the city to post signs at every skate park it owns or operates that give reasonable notice of both requirements at once: that every rider must wear a helmet, elbow pads and knee pads or be subject to citation, and that the facility's hours of operation apply, with anyone on the premises afterward also subject to citation.

Because enforcement is tied to the posted signage rather than the code text alone, an officer checking a skate park for compliance looks first at what the entrance sign actually states for that facility's hours and gear requirement before issuing a citation. 08(B)(2), which bars skateboards, roller blades and bicycles from surfaces not designed for that use.
