De Pere, WI Public Conduct: Skateboarding Rules (2026)

Section 8-15, adopted by Ord. No. 22-06 in June 2022, defines a municipal parking facility as any property owned by or under the control of the city used primarily for parking vehicles, including lots and structures at city parks and city-owned buildings. Subsection (b)(2) is the specific skateboard rule: no person shall ride a bicycle or skateboard in any parking facility except for the time reasonably necessary to park a bicycle in a designated rack, and the section separately bars riding play vehicles, electric scooters, or using in-line skates as those terms are defined in Wis. Stats. ch. 340, in any municipal parking facility.

The broader prohibition in subsection (b) also bars loitering or trespassing in a municipal parking facility by anyone not actually parking, retrieving, or attending to a vehicle or bicycle; a skateboarder using the lot as a place to ride rather than a place to park a vehicle is doubly covered, both by the specific skateboard clause and by the general loitering language. Subsection (c) carves out two exceptions: the ban does not apply during city-authorized special events, or to people using restroom or sanitation facilities the city provides within the parking facility.

Section 8-15 does not set its own penalty, so the citywide general forfeiture in section 1-11 applies: not less than $1.00 nor more than $2,000.00 for a first offense, escalating to a $10.00 minimum for a repeat violation.
