De Pere, WI Parking Rules: Loading Zones (2026)

Section 14-89(1) of the city's Article VIII parking and access standards sets the baseline for commercial loading. Any use engaged in receiving or shipping goods by truck or large delivery vehicle must build dedicated loading and unloading facilities rather than relying on the street. Each loading space must measure a minimum of 10 feet wide and 25 feet long, with 15 feet of overhead clearance for trucks and trailers, and the space cannot sit on a front facade facing the street. Loading and unloading activity, along with the vehicle maneuvering it takes to get a truck into position, has to happen entirely on the subject property; the ordinance carves out an exception only where the city has expressly designated a commercial loading zone allowing curbside use.

Loading and access surfaces must be paved with an asphaltic or Portland cement concrete surface, or another dustless all-weather material the public works director signs off on, rather than left as gravel or dirt. Where an off-street loading area sits next to a residential (R) zoning district, the ordinance requires complete visual screening with building walls, fences, or plant material at least 8 feet tall so neighboring homes are not looking at a loading dock. The development services director administers and enforces these standards under Article XV, and violations can draw a municipal citation under city code § 1-11, with each day a violation continues counted as a separate offense.
