De Pere, WI Parking Rules: EV Charging (2026)

Section 14-78(6)(a) splits electric vehicle charging into two tiers. Private, restricted-access EV charging stations are permitted as accessory uses in all zoning districts with no separate approval, while public EV charging stations are permitted as accessory uses only to allowed nonresidential uses. On the parking side, Section 14-78(6)(b) lets a charging station count toward satisfying the minimum off-street parking requirement that already applies to the property, and it requires public charging spaces to stay reserved for parking and charging electric vehicles, though electric vehicles may still park in any general public space under the usual rules.

Equipment placement is restricted under Section 14-78(6)(c): charging hardware must be designed and located so it does not impede pedestrian, bicycle or wheelchair movement or create a sidewalk safety hazard. Section 14-78(6)(d) requires posted information on voltage and amperage levels, use type, fees or safety information, and public stations must carry separate signage stating the space is reserved for charging only. Finally, Section 14-78(6)(e) makes the owner responsible for keeping the equipment functional and requires a posted phone number or other contact information so problems can be reported. These standards came into the ordinance as part of the amendments through December 2023.
