" Unlike many of the other common-use rules in § 42-5, which let the Land Information Department grant permission (fireworks, amplified sound, commercial activity), this subsection carries no department-permission escape valve for the wheeled-activity ban; the county wrote it as an unconditional bar specific to that park. The other nine county-managed parks, including Columbia Park, Riggs County Park, and Roosevelt Park, are not covered by this Veterans Memorial Park-only restriction, so skateboarding there is governed only by the general recreational-activity requirement of § 42-5(2). Veterans Memorial Park also carries a separate pet restriction under § 42-5(21)g on Memorial Day, Labor Day, and Veterans Day, and a group-gathering permit requirement under § 42-12(d)(6), reflecting the park's use for memorial and civic ceremonies rather than active recreation.
