Greenville, NC Public Conduct: Skateboarding Rules (2026)

Section 10-2-18, part of Title 10's traffic and parking chapter, makes it unlawful to ride or operate any motorized or non-motorized roller skates, in-line skates, roller blades, scooter, skateboard, coaster, hoverboard, sled, toy vehicle or any similar tracked or wheeled device in two situations. First, riding one in or upon an off-street parking area is prohibited categorically, with no conditions attached. Second, riding one on a street, alley, bridge, sidewalk or any other city-owned, occupied or leased property is only unlawful when it happens in a manner or under a condition that interferes with vehicle, motor vehicle or pedestrian travel, or that endangers the safety or property of any person.

That means a skateboarder rolling down a downtown sidewalk without blocking foot traffic is not automatically in violation, but weaving through pedestrians, blocking a crosswalk, or riding in a way that forces a driver to swerve is. The same chapter separately makes it unlawful, under § 10-2-26, for anyone riding a skateboard or similar device to grab hold of a moving vehicle and be towed along, whether on a street, alley, bridge, sidewalk or other city property. Both sections were enacted by the 2023 rewrite of the traffic and parking code, Ordinance No.

23-045, and both sit in the same chapter as the general traffic penalty provision, so the Police Department, not Planning and Development Services, is the enforcing agency for skateboard complaints in the public right-of-way and city parking lots.
