No person shall ride a skateboard, roller skates or other conveyance propelled by human power other than a bicycle or cause or permit same to roll or coast on the roadway of any highway in the County of Orange. ... The provisions of subsection (a) shall not apply to cul-de-sacs where the length of the cul-de-sac is five hundred (500) feet or less.
