San Jose Municipal Code § 13.21.200 bars riding or propelling a skateboard on any city-owned property, building or structure unless it is a designated skate park (§ 13.21.040), covered by a specific city permit such as a downtown special event or street closure permit, or authorized under a written agreement requiring insurance and indemnification of the city. The same section separately bans skateboarding in two mapped zones: the downtown skateboard prohibition zone (§ 13.21.030) and the Willow Glen skateboard prohibition zone (§ 13.21.050), which covers Lincoln Street, Willow Street, Minnesota Street and Brace Avenue. Under § 13.21.220, the prohibition extends to every street, alley, sidewalk, plaza, park, transit mall and city-owned parking lot inside those zones.
