035 bans skateboarding in two distinct ways. First, riding or operating a skateboard or similar device on 'the roadway portion of any street' is prohibited citywide, without a district limitation, so the roadway ban applies everywhere in Sunnyvale. Second, the section adds a narrower, location-specific ban: in any retail commercial district, no person may ride or operate a skateboard or similar device on a sidewalk or on a public or privately owned parking lot. Outside retail commercial districts, sidewalks and parking lots are not covered by this particular section.
