Taylorsville, UT Public Conduct: Skateboarding Rules (2026)

Section 9.61.100 of the Parks chapter, adopted by Ordinance 06-06 on February 15, 2006, regulates skateboard and scooter use across the city's parks in three parts. Subsection A imposes a general duty of care: "Every person riding a skateboard or scooter shall exercise due care and reasonable caution to prevent injuries to others, to himself, or to property." Subsection B requires riders to give way to walkers: "Every person riding a skateboard or scooter shall yield the right of way to pedestrians at all times." Subsection C then lists the surfaces that are off-limits entirely: "Skateboards and scooters shall not be ridden upon any stairway, wall, bench, parking lot, roadway, or on or over any landscaped area, including, but not limited to, grass areas, shrubbery, or flowerbeds located in a park." Riders who want a dedicated space instead of navigating those restrictions can use the city's skateboard park, governed separately by section 9.61.110, which is open thirty minutes before sunrise to thirty minutes after sunset, requires helmets and pads, and bars food, drink, glass containers, alcohol, drugs and tobacco.

Section 9.61.220 sets the penalty for violating any part of the parks chapter, including the skateboard and scooter restriction, as an infraction: fifty dollars for a first offense and one hundred dollars for a second or subsequent offense within twenty-four months. Enforcement runs through section 9.61.210, which authorizes the city's animal control contract provider, other city-designated agents, or any law enforcement officer, including the Taylorsville Police Department, to enforce the chapter and issue citations.
