Taylorsville, UT Public Conduct: Outdoor Smoking Restrictions (2026)

Chapter 9.65 of the Taylorsville City Code, adopted to protect public health, safety and welfare, bans smoking across all City owned parks, trails, trailheads, and recreation facilities under section 9.65.030, and the definition in section 9.65.020 stretches well beyond cigarettes: smoking includes possessing any lighted or heated tobacco product, inhaling, exhaling, burning or carrying a lighted or heated cigar, cigarette, pipe, or hookah containing tobacco, shisha or non-tobacco shisha, nicotine, or a natural or synthetic tobacco substitute or flavored tobacco product, and it also reaches anyone using an oral smoking device designed to get around the chapter's prohibition, sweeping in vape pens and e-cigarettes.

A prior carve-out for designated smoking areas at section 9.65.040 was repealed by Ordinance 18-19 in 2018, meaning there are no longer any on-site smoking areas anywhere in the covered facilities; the ban is now total. The City must post 'No Smoking' signs clearly and conspicuously in these parks, trails, and recreational facilities and their parking lots under section 9.65.045, giving visitors direct notice before they light up. Penalties escalate under section 9.65.050: a first violation is an infraction, but every subsequent offense is a Class C misdemeanor, a criminal charge carrying jail exposure rather than just a fine.

This chapter applies specifically to City owned parks, trails, trailheads, and recreation facilities, including the Jordan River Parkway trail system, distinct from the general public peace provisions elsewhere in the code.
