No person shall ride a skateboard, scooter, coaster, or other similar device on any sidewalk, on any walkway, in any public parking lot, in any public parking garage, on any dock, on the premises or adjacent to or near the exterior of any public building or amphitheater within in the city, or on any public property in the city in the designated downtown area as defined by the following boundaries: the building line of the northern side of North Quadrille Boulevard to the north; the building line of the southern side of Evernia Street to the south; the eastern line of the public sidewalk of the eastern side of North Flagler Drive to the east; the building line of the western side of North Tamarind Avenue to the west between Evernia Street and 1st Street, and the western side of North Rosemary Avenue to the west between 1st Street and 5th Street; and the Waterfront as defined by the following boundaries: on the east side of Flagler Drive from the Flagler Memorial Bridge located on Loftin Street to the Royal Park Bridge located on Lakeview Avenue, unless posted and permitted by appropriate signs.

The banned downtown zone runs from the building line on the north side of North Quadrille Boulevard south to the building line on the south side of Evernia Street, east to the public sidewalk on the east side of North Flagler Drive, and west to North Tamarind Avenue between Evernia and 1st Streets and North Rosemary Avenue between 1st and 5th Streets, plus the Flagler Drive waterfront strip between the Flagler Memorial Bridge and the Royal Park Bridge, all under § 86-7(a)(1). Section 86-7(d) separately bars anyone from building a ramp or jump for skateboard or skate use on any street, sidewalk, alley or public right-of-way, and § 86-7(e) makes it unlawful to apply wax or another lubricant to streets, sidewalks, alleys, city structures, benches, seawalls, handrails, docks or playground equipment to ease skateboard movement.
Riders may not engage in 'obstacle riding or other acts or maneuvers which may endanger the rider or others' under § 86-7(g), and no rider may use a device in a way that endangers pedestrians or interrupts the smooth flow of traffic under § 86-7(f). Devices used solely to transport infants, or handicapped or incapacitated persons, are exempt under § 86-7(i).

Section 86-7(h) sets an escalating penalty ladder enforced by the police department: a first offense draws only a written warning; a second offense requires surrendering the device for three days plus a $10.00 administrative fee; a third offense means a 30-day surrender plus $10.00; a fourth offense is a 60-day surrender plus a $50.00 fee; and a fifth or later offense means a 90-day surrender plus a $100.00 fee. Riders under 18 must be accompanied by a parent or guardian to retrieve a surrendered device, which is not released until the fee is paid in full.
