York County, VA Public Conduct: Skateboarding Rules (2026)

York County, Virginia defines a "public area" broadly under Sec. 17-2 to include county parks, beaches, boat landings, parking areas, the library, the courthouse, public school grounds and the Yorktown Waterfront. Within that territory, Sec. 17-21 singles out skating gear: roller skates, skateboards and roller blades cannot be used on outdoor tennis courts, tracks, or sidewalks that sit immediately adjacent to public school buildings, full stop, no permit process attached. Everywhere else in the county's public areas, skating stays legal by default, but the "appropriate governing official" (the county administrator or a designee under most of Chapter 17, or the school superintendent for school grounds) can still narrow that by posting signs or delivering verbal instructions on the spot, per Sec.

17-21's second sentence. Enforcement runs through the same officials: Sec. 17-3(a) gives them authority to physically eject anyone who violates any Chapter 17 provision from the public area, and Sec. 17-3(b) lets them promulgate additional site-specific rules whose willful violation is itself a chapter violation. Chapter 17's default penalty in Sec. 17-4 applies because Sec. 17-21 sets none of its own.
