04 (Food-Handling Establishments) regulates restaurants and food-selling or food-processing establishments in the city separately from the establishment permit itself. 010 as any person who works or handles food, with or without pay, in a food-handling establishment or who offers food for sale, to secure a health permit from the health officer within thirty days of first employment in the city. 100 specifies that the health permit consists of a negative report of the county health department chest X-ray, or a letter from the health officer to the same effect, and it remains valid for two years from the date of issuance, after which it must be replaced before expiring.

The permit must be in the employee's possession or immediately accessible during working hours so it can be inspected by the health department. 110 places the compliance burden on both sides of the employment relationship: it is the duty of the manager, operator or owner of the establishment to employ only people who hold a valid health permit, and it is the employee's own duty to keep the permit on hand or immediately accessible while working. 030's separate, narrower requirement that a sidewalk vendor's permit application include proof of a food handler course completion certificate where applicable.
