Cass County, MO Public Health Rules: Food Handler Certification (2026)

410(D)(4), enacted under the county's adopted Food Code (Ord. No. 18-01, 2-1-2018), makes it unlawful for any person to engage in public food service in any capacity whatsoever without a current and valid food handler's card or manager's certificate issued by the Regulatory Authority, the Cass County Health Department's food program. The requirement splits into two tracks. Anyone serving as a manager or 'person in charge' of a food establishment must hold a food manager's certificate, obtained no later than 60 days from starting that role after completing an accredited program or course approved by the Director of Health.

Every other food employee who lacks a manager's certificate must instead hold a food handler's card, obtained no later than 30 days from the date of hire after completing a Director of Health approved course covering food handling, sanitation and hygienic practices. Both credentials are valid four years from the date of issue and renew upon proof of a refresher course. Cards and certificates are non-transferable between people but remain valid for the holder at any food establishment within the Regulatory Authority's jurisdiction. The code set a compliance target requiring 100% of on-duty employees to hold the required credential by July 1, 2012.

The Regulatory Authority may waive the manager's certificate requirement based on a risk analysis of a particular establishment's operation. 410; a permit holder who lets uncertified staff work risks the permit's conditions of retention on top of the direct penalty for the uncertified employee.
