090(M) folds San Bernardino County's food-safety permitting directly into the city's sidewalk vending rules. A food vendor must post, in a conspicuous spot on the cart, a valid health permit and decal issued by the San Bernardino County Department of Public Health, and every employee who handles food while vending needs a current county food handler card in hand. 020, so a food cart operator effectively needs both a city vending permit and county health credentials before setting up. Subsection Q of the same section reinforces this by requiring vendors to comply with all applicable state and local laws, including state food preparation, handling and labeling requirements, alongside the Vehicle Code, fire codes and disability access standards.

Vendors also cannot store or sell alcohol, cannabis, tobacco, e-cigarette products or counterfeit merchandise from the cart under subsection P, and food carts, like all vending carts, are capped at four feet long, four feet wide and eight feet tall under subsection I. 060, giving the city an independent lever to pull if a vendor operates without the required county health credentials.
