Ashwaubenon, WI Public Health Rules: Rodent Control (2026)

Section 11-1-21 of the Village of Ashwaubenon Municipal Code, Chapter 11 Nuisances and Environment, declares specific conditions to be public health nuisances. Subsection (C), Breeding Places for Insects or Vermin, targets accumulations of decayed animal or vegetable matter, trash, rubbish, rotting lumber, bedding, packing material, scrap metal, or any materials whatsoever that let flies, mosquitoes, disease-carrying insects, rats or other vermin breed. The same section also bans unburied animal carcasses left more than 24 hours (subsection (B)) and standing water except on farmland used for agriculture (subsection (D)), so a rodent complaint often gets paired with one of those related conditions during an inspection.

Enforcement runs through Section 11-1-24. The chief of public safety, village forester, building inspector and health officer, or their designees, are authorized to enforce Chapter 11 and must inspect a property before acting; they cannot cite a nuisance they have not verified in person. Where a rodent or vermin condition presents great and immediate danger to public health, the village president can order summary abatement, with the cost charged directly to the property owner. Where the danger is not immediate, the officer must serve written notice giving the owner ten days to remove the condition before the village steps in and abates it itself under Section 11-1-24(C).

Whatever the village spends abating the nuisance becomes a debt collectible from the owner, occupant or person responsible, and if notice was given first, Section 11-1-25 lets the village assess that cost against the real estate as a special charge on the tax roll, citing Wis. Stat. 0627.
