Every occupant of a single dwelling unit shall be responsible for the extermination of any rodents, vermin or other pests therein or on the premises. Every occupant of a dwelling unit in a building containing more than one dwelling unit shall be responsible for such extermination whenever his or her dwelling unit is the only one infested... When three or more dwelling units within a building are so infested, it shall be the responsibility of the owner to carry out the provisions of this division within such building.

Under Sec. 105-427 of the Code of Ordinances, a single-unit occupant must exterminate any rodents, vermin, or pests in or around the dwelling. In a multi-unit building, an occupant covers extermination only when their own unit alone is infested; if the owner's neglect caused the infestation, or three or more units are infested at once, the owner must handle extermination building-wide. Related Sec. 105-224 and Sec. 105-281 separately require exterior and interior areas to be kept free of insect, rodent, and vermin harborage and breeding conditions, with any such conditions ordered eliminated.
