Garland County, AR Public Health Rules: Rodent Control (2026)

Sec. 27-2 adopts the Hot Springs Village Exterior Maintenance of Property Code under A.C.A. § 14-14-814, and Section 4, item 3 addresses rodent harborage directly: all premises and exterior property must be kept free from conditions that might become a harborage for rodents, with an express exemption for bird and animal feeders. The code's Section 3.B places joint responsibility on the owner, any tenant, and any occupant in physical control of the property to keep it in compliance. The definitions in Section 2 describe 'infestation' as the presence within or contiguous to a structure or premises of vermin, rats, or other pests, giving enforcement staff a related standard to apply alongside the harborage rule.

Enforcement follows the same path as the rest of the code: the Compliance Officer, the HSVPOA's Director of Planning and Inspections or a designated employee, issues a written notice identifying the property and the violation and sets a correction deadline at the officer's reasonable discretion under Section 3.D, and a certified law enforcement officer issues a criminal citation for failure to comply with that notice or order. As with the rest of Chapter 27, this rule is specific to the Garland County portions of Hot Springs Village and does not extend countywide.
