Jackson, NJ Public Health Rules: Rodent Control (2026)

Section 139-13E, part of the maintenance standards in Chapter 139, Commercial Building Standards, requires every commercial building or occupancy in Jackson Township to be free from rodents, vermin and insects, and authorizes the Ocean County Board of Health to require rodent or vermin extermination along with rodentproofing and verminproofing of the structure. Section 139-15B places the compliance duty on the owner: an owner of a commercial structure in an area found by the Inspector to be infested by rats, insects or other vermin must carry out the rat stoppage, vermin proofing or other preventive measures the Ocean County Board of Health requires.

Occupants have a parallel duty under Section 139-15G to dispose of garbage and organic waste that could feed rodents in the storage receptacles required by Section 139-6, which mandates watertight, tight-covered receptacles for garbage and organic waste. The Commercial Building Inspector, created under Section 139-16 and staffed through the Construction Official's office, can inspect for infestation as part of the periodic or complaint-driven inspections authorized under Sections 139-17 and 139-18, including applying for a municipal court search warrant where access is refused. Together these sections make rodent control a joint owner-occupant obligation backed by county health authority and township inspection power, rather than a purely private pest-control matter.
