Section 8-44 of the Town Code lists an owner's maintenance duties for every nonresidential building and premises, and its vacant-building clause is squarely aimed at pest control: all unoccupied or vacant structures or buildings must be secured by their owners to prevent unauthorized entry and to prevent the structure from serving as a nesting place for birds, rats and other vermin. That duty sits alongside a broader garbage rule in the same section: no garbage or solid waste may be stored or allowed to accumulate on the premises unless it's in trash receptacles that meet the town's sanitation regulations, and owners, agents, occupants and lessees must keep both private and public frontage free of litter, including material trapped at fence lines, wall bases, planted areas and embankments, the kind of conditions that draw rodents in the first place.

A vacant building doesn't have to meet Section 8-44's interior maintenance standards unless the fire official determines otherwise, but it must still meet every exterior requirement, including the anti-vermin securing duty. 00, with each day of continued violation an additional offense.
