Palatine, IL Public Health Rules: Rodent Control (2026)

Palatine's property maintenance amendments at Palatine Village Code § 12-23(18)a rewrite Section 309.1 of the adopted 2021 International Property Maintenance Code to require that every structure be kept free from insect and rodent infestation. Once rodents or insects are found, the owner must have the structure promptly exterminated using approved processes that will not harm human health, and must take precautions afterward to prevent re-infestation. The code official can compel the use of a licensed pest control operator simply by giving written notice, rather than waiting for repeat infestations.

Section 12-23(16) separately amends Section 309.4 to place responsibility for extermination in all areas of a structure and its exterior property, not just individual units, on the owner whenever a building holds two or more dwelling units or any nonresidential multiple occupancy. Outside the property maintenance code, Chapter 16's garbage rules reinforce rodent control at the source: § 16-5 makes it unlawful to burn or bury garbage, to let garbage or refuse accumulate so that it attracts flies, vermin or rodents, or to let refuse sit for more than ten days.

Refuse containers are separately defined in § 12-2 as watertight and impervious to rodents with tight-fitting covers. The Building Division's code official inspects for infestation under the plans authorized by §§ 12-24 and 12-25, and a licensed rental dwelling unit found in violation can have its § 12-54 license suspended under § 12-54(i) until the condition is corrected.
