Arlington Heights, IL Public Health Rules: Rodent Control (2026)

Section 9-302, Maintenance of Buildings and Premises, places responsibility for cleanliness and sanitation on every owner, agent or person in possession, charge or control of a building and its surrounding premises. Subsection (a) requires that insects, rodents or other pests be exterminated and that shared or public areas, including parking lots, be kept safe, clean and sanitary. Subsection (b)(2) sets rodent-proofing standards for the structure itself: every foundation, floor, wall, ceiling and roof must be weather tight, watertight and rodent-proof and kept in good repair, and every window, exterior door and basement hatchway must independently meet the same weather tight, watertight and rodent-proof standard while remaining in good repair.

Subsection (b)(6), titled Out Buildings, extends the duty to garages, tool sheds and all other outbuildings, which must be kept in good repair so they do not become unsafe or a potential harborage for rodents or other wild animals; it separately bars storing wood, lumber or other material or objects on the premises, except temporarily, in a manner that would be unsafe or afford harborage for rats. These provisions sit within Chapter 9's General Licensing Provisions, Article III Regulations, alongside Section 9-301's requirement that licensed premises fully comply with the Code before a license issues, and Section 9-305's inspection authority letting Village officers access premises to check compliance and take samples.
