City Code Sec. 5, titled "Rodent Harborage," to require that all structures and exterior property be kept free from rodent harborage and infestation. Any exterior wood, construction materials, or other stored items must be kept in a rodent-proof manner: elevating the material 12 inches above the earth, enclosing it in rodent-proof containers, using an extermination process, or another approved method. The code official may request verification that the property has been baited to control rodents. Where rats are actually found on a property, they must be exterminated using approved processes that will not injure human health, and after extermination the owner must take precautions to eliminate rodent harborage and prevent the property from becoming reinfested.

7, Accessory Structures, which separately requires detached garages, fences and other accessory buildings to be kept free of insects and rodents. Enforcement runs through the code official in the community development department, and the same Article VI amendment package (Sec. 4. 1 (accumulation of rubbish and garbage) when investigating exterior nuisance and vector complaints on single-family and rental parcels within the city.
