Peoria, IL Public Health Rules: Syringe Disposal (2026)

Sec. 15-130, adopted by Ord. No. 15317 in 2002, regulates delivery, sale or exchange of hypodermic syringes and needles as authorized under Sec. 2 of the state Hypodermic Syringes and Needles Act (720 ILCS 635/2). Subsection (a) confines lawful activity to a building located outside a residentially zoned district and bars it entirely on public streets, sidewalks, rights-of-way, plazas and parks, effectively a citywide siting restriction for harm-reduction operations. Subsection (b) layers on a registration-style requirement: before any delivery, sale or exchange, the operator must notify the superintendent of police in writing of the location, giving the department a running record of authorized sites.

Subsection (c) preserves an important carve-out for ordinary medical care: nothing in the section prevents a registered pharmacy or pharmacist from home-delivering a hypodermic syringe or needle under a written prescription or oral order from a licensed physician, so routine prescribed home delivery is untouched by the zoning and notice requirements. The ordinance sits in its own article, Article VI, separate from the city's general noise and health articles, underscoring that it functions as a standalone siting and disclosure regime rather than a ban on the underlying harm-reduction activity itself.
