Section PM-303.5 sets the general rule: structures and exterior property must be kept free from rat infestation, with prompt extermination by approved processes and precautions against reinfestation afterward. That structural rule is reinforced at the building envelope: § PM-304.5 requires foundation walls to be maintained plumb and crack-free specifically to prevent rat entry, § PM-304.17 requires basement hatchways to keep out rats along with rain and surface water, and § PM-304.18 requires rat-proof shields, storm windows, or other approved protection on every openable basement window.

These provisions connect to waste handling: § PM-306.3.1 requires every dwelling owner to supply an approved food-waste grinder, incinerator, or leakproof covered outside garbage container, since improperly stored refuse is a rat food source. Separately, § PM-106.2.b codifies N.J.S.A. 40:48-2.13a by requiring an owner or tenant to remove or destroy solid waste stored so it is accessible to and likely to be strewn about by animals including rodents within 72 hours of written notice; if they refuse or neglect to do so, the Township removes it and certifies the actual cost plus a 25% administrative fee, or a minimum $100 fee, as a lien against the property under § PM-106.2.c.
