80, Fly and Rodent Abatement, is Rancho Cordova's vector-control ordinance. 010 as rats, mice, gophers and ground squirrels, that exists because of a condition or use of land, organic plant waste, refuse, putrescible waste, or any other substance is a public nuisance regardless of intent. 030 when they have reasonable cause to believe a breeding place exists, take samples or run tests, though they cannot enter a dwelling without permission. 040. 050 requires the director to issue a written notice to the owner, tenant or person in charge requiring abatement within 48 hours for fly breeding or within seven days for rodents, or a longer period if the director deems it necessary for public health.

060 lets the director abate the nuisance directly, and the cost becomes a lien on the property recorded with the county recorder, collectible by the city within 90 days through a foreclosure action if unpaid. 080, and the council can affirm, modify or reverse the director's order after a hearing.
